3) Governor Cuomo laid out in his State of the State speech last week that legalizing cannabis sales in New York State was a priority of his in this legislative session. David Holland, Legal Director of the National Organization for the Reform of Marijuana Laws New York Chapter, breaks down the legal and political elements to getting cannabis passed the legal finish line this year.
